David Tuganov builds the institutions and companies through which Central Asia enters the global creative and AI economy.

Born in Atbasar, a small town in northern Kazakhstan, he moved to Kostanay for school and became one of the youngest camp directors in the country’s history while still a student. The Bolashak presidential scholarship took him to Rochester Institute of Technology in the United States, where he studied cybersecurity, networks, and systems administration alongside students from across Asia, the Middle East, and Latin America.

He spent the following years inside Samruk-Kazyna, Kazakhstan’s sovereign wealth fund, eventually serving as Deputy Group CIO across national sectors of the economy — authoring reference models for IT governance, cybersecurity, and data management, and founding the country’s first ISACA and DAMA chapters. In 2015, after his daughter was born with Down syndrome, he and his wife co-founded Sunny World, Kazakhstan’s first free rehabilitation centre for children with Down syndrome — the point where inclusion stopped being philanthropy and became architecture.

In 2019 he stepped outside the state apparatus to build Neurostorm, the consulting engine behind 55+ transformation projects, through which 12,000+ leaders have been trained. TransforNATION, his design-thinking lab, became the methodological partner of Samsung Solve for Tomorrow — six seasons, 11,450 participants. CIAQ, which he leads as President & Co-Founder, unites 38 members across 9 committees as the collective voice of Kazakhstan’s creative industries. Creata Ventures, which he founded under AIFC jurisdiction, turns regional creative and deep-tech talent into investable companies. Across it all runs a track record of 36 social impact projects.

Those institutions now have a vehicle: Creata Group, an international group of companies he co-founded with partners — a venture studio and fund, an education platform, a game publisher, AI products. The thesis has not changed: emerging economies do not stagnate from a lack of ambition — they stagnate from missing institutional infrastructure. That is what gets built.
